TAKE BACK CITY HALLTAX REFORM — We need City Council to pursue a legal action against the provincial and federal government for withdrawing funding for our local programs and services because we are paying for these programs and services in our income tax rates. In fact we are due for a local tax reduction to regain lost ground caused by downloading. Constitutional Challenge Section 36 My complaint is that this
municipal tax crisis is caused by federal and provincial downloading
which forces the City to raise taxes to off set the short fall from the
transfer payments or lose the program or service. The federal and
provincial government have not reduced their taxes therefore they are
still collecting our money that is suppose to be used to help equalize
access to reasonable services for all regions and citizens of Canada. Common Law Precident Under Canadian common law the government must clearly advise the public when it wants to discontinue a social program or service. And the government must also acquire consent of public before it withdraws such a social benefit. Clearly this is not the case. The federal and provincial government cut the programs without such warning or consent and they do not reduce the taxes accordingly. City council in turn tells us that either we lose the program or service or pay for it again in our local taxes. A law suit would help freeze the tax base without losing our programs and services and possibly help to role back some of the illegal increases we have had in the past 10-20 years. Strong advocacy with the provincial and federal government is a requirement if we want to stop downloading of funding. I have the knowledge, experience and willingness to take this task on with your support we can do this. |
