Back City Hall JANE AS MAYOR As mayor I will not be conducting myself as former mayors have done. I will not lead the debate or vote on any issue that pertains to the management of the wards. Rather I will facilitate the discussion and make sure that the proper procedures are followed. I will participate in discussion and vote on increasing accountability and instituting tax reform. On these matters I will not chair the meeting. I will pass the chair to councilors on a rotation basis. These issues of accountability and tax reform are fundamental to the responsibility of the mayor and have been traditionally ignored. Over 60% of the mayors time is normally spent smoozing with large corporations and community groups. It is my intention to rededicate this time to a legal action and protest of the provincial and federal governments reduction in transfer payments to municipalities without a proportionate tax reduction. My short term goal is to roll back provincial and federal taxes to reflect the loss in transfer payments to the local municipalities. I also want to put an end to the privitization of muncipal tax collection and restore it to a fully public system. My long term goal is to see provincial and federal government abolished entirely in favour of a federation municipalities. All tax collection would be locally based on the results of public consultation. As mayor I would put an end to corporate domination and other forms of unfair and illegal influence of public policy. There are already a plenitude of laws to eradicate these all to common practices. A few examples of corporate domination of council can be found in the lobby by Business Improvement Areas (BIA) which is funded by a mandatory tax levied by the city which it receives no strings attached. It uses the money to lobby the city based on a private agenda that does not respect the interests of all citizens of Ottawa. The policies they promote are particularly devastating to the poor especially the homeless. This is illegal as it is a conflict of interest to use government tax money to lobby against our interests. Another city funded group is Ottawa Centre for Research and Innovation (OCIR) which also lobbies the city in support of a very limited interest group i.e. large international corporations. This is also unfair and constitutes a huge conflict of interest. |
